නොච්චියාගම නගරය උතුරු මැද පළාතේ පිහිටි ඉතා වැදගත් වූත් ,විශේෂිත වූ පෞරානිකත්වයෙන් ඉහල රජ මහා විහාර කීපයක්ද පිහිටා ඇති අතර විල්පත්තු ජාතික වන උද්‍යානය නගරයට සමීපව පිහිටා තිබේ. මවය විදේශිකයන්ගේ ආකර්ෂණයට ලක් වූ ස්ථානයකි.
නොච්චියාගම මහජන පුස්තකාලය වර්ෂ 1976 මයි 18 වන දින නොච්චියාගම ප්‍රසිද්ධ ව්‍යාපාරික එම්.පොන්නුතුරෙයි සහා සහෝදරයෝ විසින් ඉදිකර පරිත්‍යාග කරන ලද ගොඩනැගිල්ල එවකට පාර්ලිමේන්තු කටයුතු හා ක්‍රීඩා අමාත්‍ය කේ.බි.රත්නායක මැතිතුමා විසින් විවෘත කරන ලදී. වාර්තමානයේ ගරු සභාපති ආර්,බි.ගුණරත්න මැතිතුමා විසින් කටයුතු සිදු කරනු . එදින සිට අද දක්වා පාඨක සේවාවන් සපයන නොච්චියාගම මහජන පුස්තකාලය 111 වන ශ්‍රේණියේ පුස්තකාලයකි. පුස්තකාලය සතු ග්‍රන්ථ සම්භාරය 13000කි. (සිංහල,දෙමල,ඉංග්‍රීසි) භාෂා ත්‍රිත්වයෙන්ම සමන්විත වේ. ලියාපදිංචි සාමාජිකයින් ගණන 3610 කි. පුස්තකාලයේ භාවිතය සඳහා ඩිවි දශම වර්ගීකරණය භාවිතා කරන අතර පොත් බැහැර දීම බ්‍රවුනි ක්‍රමය යටතේ සිදු කරනු ලැබේ.මෙහි ක්‍රියාකාරිත්වය විවිධ අංශයන් යටතේ සිදුවේ .පුවත්පත් හා සඟරා අංශය , පොත් බැහැර දීමේ අංශය ,විමර්ශන අංශය,සුචිකරන අංශය, පොත් බැඳුම් අංශය, පොත් ජංගම සේවා අංශය ඒ අතර ප්‍රධාන වේ.

- ළමා අංශයේ දරු දැරියන් සඳහා රුපවාහිනී වැඩ සටහන්, අත්කම නිර්මාණ, කතන්දර පැය ඉදිරිපත් කිරීම
මහජන පුස්තකාලය ලබාගත් ජයග්‍රහණ
- 2014-2017 ජාතික කියවීමේ මාසය සැමරීම සඳහා වැඩ සටහන් පැවැත්වීම හා කියවීමේ පුරුදු ප්‍රවර්ධනය කිරීම සඳහා කරනලද දායකත්වය වෙනුවෙන් උතුරුමැද පළාත වෙනුවෙන් ජයග්‍රහණය හිමිකරගැනීම.
- 2016, 2018 වර්ෂවල පුස්තකාල සංරක්‍ෂණය සදහා හොදම පුස්තකාල තේරීම වෙනුවෙන් උතුරුමැද පළාතෙන් පැවැත්වූ මධ්‍යස්ථ තරගයට ඉදිරිපත් වීමෙන් ජයග්‍රහණ හිමිකරගන්නා ලදී. මේ සියලු තරග ශ්‍රී ලංකාජාතික පුස්තකාලය හා ප්‍රලේඛන මධ්‍යස්ථානය විසින් ඇගයීම් කටයුතු සිදුකරන ලදී.
2021 වර්ෂයේ, ශ්‍රී ලංකා තොරතුරු හා සන්නිවේදන තාක්ෂණ නියෝජිතායතනය (ICTA) හා ශ්‍රී ලංකා ජාතික පුස්තකාල හා ප්‍රලේඛන සේවා මණ්ඩලය හා එක්ව “ඩිජිටල් පුස්තකාල ව්‍යාපෘතිය” හරහා යාවත්කාලීන සංස්කරණ මුහුණුවරකින් යුත් පූර්ණ පුස්තකාල ස්වයංක්‍රීය පද්ධතියක් ද නවීන අංගෝපාංගයන් හා සේවාවන්ගෙන් ද සපිරි නව තාක්ෂණික අත්දැකිමක් සඳහා දොරටු විවර කර ඇත.
Nochchiyagama city is one of the most important city in the North Central Province . There several ancient Rajamaha vihara unique to Nochchiyagama town and the Wilpaththu National Park is located close to the city. This is a place attracts foreigners.
Nochchiyagama library building was built by a businessman name M. Ponnuthurai and his brothers. The building was opened on May 1976 by the than minister of parliamentary affairs and sports K.B. Rathnayake. Now chairman of Mr.R.B. Gunarathna. Nochchiyagama public library is a grade three library that has been providing reader services since then. The library has a book collection of 13000 books (Sinhala, Tamil, and English) in all three languages. The number of registered members is 3610. Divi Decimal Classification used for library and book borrow system. An active advisory committee and readers club maintained to the procedures of the library and to contribute to decide on and support the service. Newspapers and magazines section, Lending section, Reference section, Cataloging section, Binding section ,Mobile library service and Library extension services are main section in Library.

- Organizing and implementing literary programs for literature month
- Presenting TV programs, Hand crafts, story ours for children’s.
Achievements of the Public Library
- 2014-2017 year conducting programs to commemorate the National Reading Month and for the contribution made towards promoting reading habits in the region from National Library and Documentation services board.
- Best library Conservation Center in the public library conservation center Competition 2016,2018 held in pradeshiya sabha level in the North Central Province
In 2021, The Digital Libraries Project was implemented at this public library by the Information Communication Technology Agency of Sri Lanka (ICTA) in collaboration with National Library and Documentation Services Board by providing an advanced and updated library automation system and introduced modern infrastructure which is in demand to improve the quality and efficiency of the library system in the country. Presently the library is fully equipped with modern electronic devices to provide digital library services to the public. Users can easily search, find, locate and hold required books through this Online Public Access Catalogue.
